City Council Approves 2010 Comprehensive Plan Amendments

The City Council held a public hearing on December 7, 2010 on the 2010 Comprehensive Plan Amendments and unanimously approved the amendments.

Planning Commission recommends approval

The Planning Commission held a public hearing on the 2010 Comprehensive Plan Amendments on October 26, 2010 and recommended that the City Council approve the amendments as proposed. The Planning Commission packet for the meeting can be accessed here

Planning Commission - August 24, 2010

The Planning Commission will be continuing the discussion of the UGA capacity analysis. Data results from the analysis using Improvement to Land Ratio (ILR) and Land to Total Value Ratio (LTR) will be shared with the commission. The preliminary findings of the analysis will also be provided to the Planning Commission.

Capital Improvements Plan

The Planning Commission will be conducting a public hearing on July 27, 2010 for the Transportation Improvement Plan(TIP). The TIP is provided to the State through the Regional Transportation Planning Organization (RTPO). The projects included in the TIP will eventually be included in the Capital Improvements Plan 2010-2015 as part of the 2010 Comprehensive Plan Amendments.

Planning Commission - May 25, 2010 Continued discussion of the UGA capacity analysis

The Planning Commission will have a continued discussion of the UGA capacity analysis. Staff will present additional information on densities and also discuss the methodologies further.

Planning Commission - April 27, 2010 - Population, Building Permits and Land Use Distribution

Initial data regarding population, building permits and land use distribution have been gathered to provide a starting point for the UGA capacity analysis. The population data includes historical trends and projections provided by the State Office of Financial Management.
Data has also been collected on building permits that were issued since the 1970's. This data can reviewed to determine if there are any noticeable trends between population growth and development activity.
The current land distribution data has also been tallied for the existing City and unincorporated UGA. The unincorporated UGA does not include any of the property that was part of the 2005 UGA amendments.
The above information is scheduled to be shared with the Planning Commission on April 27, 2010. No recommendation or action is being requested at this time.
The commission will also be introduced to some methodologies to determine developable and undevelopable properties. The methodology under consideration is one that will use information from the Island County Assessors Data on valuation.

City Council Approves Docket

The City Council approved the 2010 Comprehensive Plan Docket on March 2, 2010. The approval initiates the research and analysis that is required to consider the items on the docket. Updates on the research and analysis will be provided to the Planning Commission as the review progresses. Information on the analysis will also be posted on this blog.

The Planning Commission held a public hearing on the preliminary docket on January 26, 2010 and recommended that the City Council approve the docket. The City Council will conduct a public hearing on the Docket at its March 2, 2010 meeting. The City Council is expected to vote on the docket.

The Planning Commission will hold a public hearing on the preliminary docket for the 2010 Comprehensive Plan Amendments on January 26, 2010. The meeting is at 7:30 pm and will be held at the City Building (865 SE Barrington Drive) in the Council Chambers.

No sponsored amendment applications have been received this year. The adoption of the OHMC Section 18.15 lays out a very specific process to consider amendments to the Comprehensive Plan and does not provide for extension of deadlines.
